GRANTS NOW OPEN

Exterior Housing Improvement Grants

  • A key part of the Ignite Vitality: Mulberry project is grants for home exterior improvements through the City of Muscatine. Grants are up to $20,000 per household.

    ​

    Eligible homes must be:

    1. Within the neighborhood boundaries.

    2. Owned by the resident.

    3. Under a certain income threshold as set by the grant.

    ​

    A Project Manager will guide eligible homeowners through every step of the grant process.

  • Eligible activities include, but are not limited to: 

    • Installing new gutters where none currently exist

    • Replacing old gutters

    • Roof deck replacement

    • Replacing roof covering and underlayment: asphalt shingles or metal

    • Removing and disposing of old roof and gutter system

    • Installing flashing

    • Replacing or installing ventilation

    • Replacing facia and soffit

    • Replacing windows

    • Replacing doors

    • Installing new siding, including the use of appropriate backing material

    • Applying insulation to exterior walls

    • Repairing foundations

    • Replacing or repairing currently existing outside stairways and decks where hazards are present

    • Replacing existing sidewalks only where a tripping hazard is present

  • Ineligible activities include: 

    • Any repair or rehabilitation on a detached garage or outlying building

    • Isolated roof repairs

    • Adding additional layers of shingles to roof

    • Removal of gutters without replacing with new

    • Digging in basements

    • Any inside repair

    • Installing porches, decks, or exterior stairways where none are currently present

    • Installing new sidewalks where none are currently present; EXCEPT where the sidewalk will allow for accessibility for a homeowner who is either disabled and/or elderly

  • Application help sessions will be provided to help eligible homeowners complete the grant application.

    All application help sessions will be held at Musser Public Library Room #104. A free meal and document scanning will be available.
